In November 2016, Turkey’s Information and Communication Technologies Authority ordered Turkish ISPs to block access to Tor and several VPNs services including Hotspot Shield, Psiphon, Zenmate, TunnelBear, VyprVPN and ExpressVPN. Only specific VPN services have been banned in Turkey.
